Some players had an issue with mob spawning. I reset all the paper-world-defaults.yml to default settings except for anti-xray settings. By default, the anti-xray option was set to "false (disabled)", and I changed it to "true (enabled)". The anti-xray option is to prevent players from xray-ing while trying to mine natural ores such as iron ores, emerald ores, etc.
